The third daimyo (feudal lord) of the Kaga clan, Maeda Toshitsune, created a policy to promote various types of commerce after the fall of Takaoka Castle. The creation of a fish wholesale market was one of these initiatives. All of the catch from the Etchu seas had to go through Takaoka's wholesale market, which brought great prosperity to the town of Kawara.
