Farmers dissatisfied with the land tax revision rioted in 1877. The new government sent troops to quell the disturbance, which became commonly known as the Toide Riot. One of the security personnel sent to the scene was a patrolman named Tsuda Sanzo. Some years later, he was the person involved in the attack on the Russian Crown Prince Nicholas Alexandrovich, in the Otsu Incident.
